Perrysburg couple indicted for misuse of Medicaid, food stamps

A Wood County Grand Jury has indicted a Perrysburg couple of four charges related to Medicaid fraud.
They were among 21 individuals indicted, many for drug-related offenses, on Feb. 9.
Another eight people are facing charges from bills of information handed down.
Ismail Shbat, 55, and Iman Shbat, 48, both of the same Perrysburg address, were indicted for Medicaid
eligibility fraud, illegal use of supplemental nutrition or WIC program benefits, theft, and tampering
with records.
According to the indictment, the Medicaid fraud is alleged to have continued from April 1, 2004 through
July 31, 2007 and involved more than $5,000 in benefits. The second count, which notes food stamps, also
cites more than $5,000 misused between March 2004 and June 2005.
The theft count involves less than $5,000 in food stamp or similar benefits from March 2004 through
February 2009. The tampering charge involves a December 2004 incident.
Both cases are assigned to Wood County Common Pleas Court Judge Robert Pollex. Their arraignment were
held Tuesday.
In addition to drug charges previously publicized, Quintesa Coleman, 27, and Jamaine Hill, 32, both of
Toledo, each were indicted for complicity to aggravated trafficking in drugs, complicity to trafficking
in cocaine, and endangering children. The trafficking charges also included specifications involving
being near children and $983 seized which could be forfeited.
Their cases were assigned to Judge Alan Mayberry, with arraignment set for Friday at 1 p.m.
Fred A. Leastman, 40, of Weston and listed in custody at the county jail, was indicted for burglary,
disrupting public service and two counts of assault. His charges stem from a Jan. 15 incident in
Portage, where it is alleged he kicked in a door of the structure and injured both occupants.
Leastman is also assigned to Mayberry’s court
Amy Vicars, 42, of McClure, was indicted for receiving stolen property in regard to five pieces of
jewelry valued at $2,500 on Dec. 10. Her case has been assigned to Judge Reeve Kelsey.

¥ Jameel Bunch, 30, of Toledo, false alarm for calling and reporting an alleged offense which did not

¥ Donald Schmidt Jr., 37, of Perrysburg, for theft of more than $500 in December. (Kelsey)
¥ Timothy Garner, 22, of Bradner, receiving stolen property in regard to a stove which had been stolen.
