North Baltimore woman cited for assault on a police officer

A North Baltimore woman has been indicted for assault after she struck an officer while in handcuffs.

A Wood County grand jury on Oct. 2 indicted Roxanne Marie Salazar, 35, for assault, a fourth-degree felony; and obstructing official business, a second-degree misdemeanor.

On Aug. 27, police responded to Salazar’s residence shortly after 9:30 p.m. on a report of yelling coming from the home.

Police learned that after an altercation between Salazar, a male in the home and a 16-year-old girl, the girl left on foot for Rudolph.

Court documents indicated Salazar impeded officers in trying to locate the juvenile. She allegedly was uncooperative and refused to provide officers with a description of the teen. She allegedly repeatedly kicked an officer in the leg while in handcuffs and lying on her side.

The North Baltimore Police Department would not comment Sunday on whether the teen had been found.

The grand jury also indicted:

Damien Schooner, 36, Bowling Green, for receiving stolen property, a fourth-degree felony. On July 30, he allegedly received or disposed of a Dodge Dakota pickup truck that he knew had been obtained through theft.

Philip Sheridan, 31, Toledo, for theft, a fifth-degree felony. On March 29, he alleged deprived Home Depot of tools valued at $1,166 without consent.

Keyron Tyree Bey, 20, Toledo, for having a weapon while under disability, a third-degree felony; carrying a concealed weapon, a fourth-degree felony; and obstructing official business, a second-degree misdemeanor. On Sept. 5 during a traffic stop on Ohio 795 in Perrysburg, a K-9 was deployed, and officers conducted a search of the vehicle. They located a draw-string bag on the floor where Bey was sitting. Inside the bag was a pair of black gloves and black facemask, a sweatshirt and a loaded Glock 43X firearm. Bey allegedly provided an incorrect name and date of birth.

Detevin Butts, 29, Charlotte, North Carolina, for two counts of counterfeiting, both fourth-degree felonies; and obstructing official business, a second-degree misdemeanor. On July 24, Butts allegedly made two purchases using counterfeit currency and allegedly impeded a public official in the performance of lawful duties.

Fareed Nasr Mansour, 56, Toledo, for identity fraud, a fifth-degree felony; and misuse of credit cards, a first-degree misdemeanor. On March 21, he allegedly used another man’s personal information to open a credit card in that man’s name and used it at several locations in Rossford.

Quontez Stanley, 36, Columbus, for aggravated menacing, a first-degree misdemeanor; and tampering with evidence, a third-degree felony. On Aug. 31, Stanley allegedly made a man believe he would cause serious physical harm and destroyed or conceal evidence in order to impair its availability for an investigation. If found guilty, he may have to forfeit a Zigana PX-9 firearm.

Zachary Michael Palmer-Nickols, 37, Bowling Green, for failure to appear as required by recognizance, a fourth-degree felony. On Aug. 8, he failed to appear as required after having been released on his own recognizance after being indicted for theft.

A warrant has been issued for his arrest.

Sean Patrick Mullikin, 40, Covington, Kentucky, for two counts of menacing by stalking, both fourth-degree felonies; and telecommunications harassment and violating a protection order, both first-degree misdemeanors. On June 4, he allegedly used a telecommunication device to text, email and video call a person who had a protection order filed against him.

Co-defendants Kevin Lee Mehay, 52, Wolverine Lake, Michigan, and Treka Shaylean Mason, 40, Walled Lake, Michigan, for theft, a fifth-degree felony. On Sept. 2, they allegedly deprived Walmart of merchandise valued at $1,692 without consent.

Robert Wendell, 37, Toledo, for failure to comply with an order or signal of a police officer, a third-degree felony. On Aug. 30, a traffic stop for speed was initiated on I-75 near Bowling Green. The vehicle fled southbound at speeds in excess of 110 mph. Wendell crossed over the Wooster Street exit, then exited onto U.S. 6 before reentering I-75 northbound. He exited at Wooster Street again, turned east and ended up in the industrial park on Dunbridge Road, where he was blocked in and taken into custody.

Tyler Eugene Smith, 48, Toledo, for identity fraud, receiving stolen property and theft, all fifth-degree felonies; and two counts of misdemeanor theft, both first-degree misdemeanors. On Aug. 28, officers responded to Hillview Drive in Rossford for a report of the theft of credit cards, car keys and checkbooks from vehicles. The homeowners provided a copy of credit card transactions in Toledo, Findlay and North Baltimore totaling $406.18. On Sept. 8 in Rossford, Smith allegedly removed miscellaneous tools from an unlocked vehicle on Colony Road valued at more than $4,000. Smith was identified by video surveillance.

Andrew Preston Heath, 35, Millbury, for felonious assault, a second-degree felony; and bribery, a third-degree felony. On Aug. 14 in Walbridge, he allegedly sucker punched someone in the face at 3 Cheers Tavern, breaking the person’s jaw. From Sept. 11-24, he allegedly offered money in order to influence a witness.

A warrant has been issued for his arrest.

Joyce A. Little, 57, Bowling Green, for theft, a fifth-degree felony. From May 1-July 16, she allegedly took more than $1,000 in currency from Kroger without consent.

Chahlie Brianna McDonald, 29, Rossford, for burglary, a second-degree felony; and misdemeanor theft, a first-degree misdemeanor. She allegedly trespassed into an unoccupied structure in Weston by climbing the TV tower and opening an upstairs window. She took a baby crib and six rolls of toilet paper and used her cell phone to take a video while she was in the home.

Zeke Ryan Doremus, 29, Bowling Green, for possession of a fentanyl-related compound, a fifth-degree felony. On May 6, he allegedly was found in possession of xylazine, which contains fentanyl.

Robert Lee Ramsey, 31, of Wayne, for aggravated possession of drugs, a fifth-degree felony; and illegal use or possession of drug paraphernalia, a fourth-degree misdemeanor. On July 7, he allegedly was found in possession of methamphetamine and drug paraphernalia.

Jose Salomon Jiminez-Jiminez, 39, of Detroit and currently in jail, for failure to comply with a signal or order of a police officer, a third-degree felony; and operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them (OVI), a first-degree misdemeanor. During a traffic stop on I-475 in Perrysburg, Jiminez-Jiminez was observed having bloodshot eyes and slurred speech before he fled after being asked to step out of the vehicle. He subsequently crashed into another vehicle in Maumee.

Jamison Hagerman, 52, of Portage and currently in jail, for domestic violence, a fourth-degree felony; and violating a protection order, a third-degree felony. On Sept. 12, he allegedly caused physical harm to a household member who had filed a protection order against him in July. He previously had pleaded guilty to domestic violence in 2023 in Hancock County.

Brett Lee Rahe, 39, Bradner, for domestic violence, a third-degree felony. On Sept. 16 in Bowling Green, he allegedly punched a family member before getting into his truck to leave. He had previously been convicted on domestic violence four times in Wood County.
