Perrysburg on top, BG improves in State Report Cards

The Ohio Department of Education’s State Report Cards show Perrysburg continues to lead the county in scores and Bowling Green improved over last year.

The report cards were released Friday for the 2023-24 school year and are based on student assessments.

Perrysburg received an overall rating of five stars, indicating it significantly succeeded in state standards.

It also received five stars last year.

Perrysburg Superintendent Tom Hosler said at Monday’s school board meeting that the report cards are a “snapshot of what we do. They do not capture all the things that go into a Perrysburg education.

“Whether we were a five star district, which is the highest rating, or a two star district, we would say the same thing: The activities … and the things that students are involved in outside the classroom … and all the things that go into giving our students this great experience, that’s not necessarily measured on the state report card.”

The district received five stars in Achievement, Progress, Gap Closing, Graduation; and four stars in Early Literacy.

Hosler said he was proud of the staff, students and administrators for what they were able to achieve.

“It is a snapshot and it gives us pause to congratulate our folks,” Hosler said. “But we also understand we’re the kind of district that wants to look at the good, the bad and the ugly and see what we can do better.

“We want all of our students to have a five-star experience,” he said.

“While the Ohio State Report Card is important and a measurement tool of our district, we know Bowling Green City Schools does so much more than what can be reported on a district report card. We are, and should be, proud of what we do,” wrote Superintendent Ted Haselman in a letter posted Friday.

Bowling Green City Schools improved from an overall rating of four stars last year to 4.5 stars this year.

Haselman indicted administrators thoroughly reviewed the district’s report card and wanted to highlight several components:

• In the Graduation component, the district earned a four-star rating with 94.9% of Bobcats graduating in four years.

“This high rating indicates BGCS supports our students until the end of their K-12 educational career,” Haselman said.

• The Early Literacy component shows how school districts are working to support struggling readers in kindergarten through grade 3. The district earned three stars on this component.

“BGCS has worked extensively over the last few years to increase our K-3 literacy achievement, and while our data has shown significant progress over the years, we recognize this as an area of growth,” he said. “The district’s rating meets the state’s expectation; however, we will continue our efforts to improve the literacy of our youngest learners.”

• BGCS received five stars in Gap Closing, meaning all students in its demographic subgroups showed achievement.

• Progress, which measures year-to-year growth, improved from last year’s four stars to five stars this year.

“This high rating indicates our students are achieving more than expected growth,” Haselman wrote in his letter.

• The district also improved in the Achievement component, from three stars last year to four stars this year.

Results for other districts in the county include:

Eastwood: 4.5 stars overall; five stars in Achievement, Gap Closing, and Graduation Rate; three stars in Early Literacy and Progress.

Elmwood: 3.5 stars overall. Four stars in Achievement, Gap Closing and Graduation Rate; three stars in Early Literacy; one star in Progress.

Lake: 3.5 stars overall. Five stars in Gap Closing and Graduation Rate, three stars in Achievement and Early Literacy, and two stars in Progress.

North Baltimore: 3 stars overall. Four stars in Gap Closing and Graduation Rate, three stars in Achievement and Early Literacy, and two stars in Progress.

Northwood: 4 stars overall. Five stars in Progress and Graduation Rate, four stars in Gap Closing, three stars in Achievement and two stars in Early Literacy.

Otsego: 3.5 stars overall. Five stars in Graduation, four stars in Achievement, three stars in Gap Closing and Progress, and two stars in Early Literacy.

Rossford: 3.5 stars overall. Four stars in Gap Closing and Progress, and three stars in Achievement, Early Literacy and Graduation.

Achievement represents whether student performance on state tests met established thresholds.

Progress looks closely at the growth all students are making based on their past performances.

Gap Closing measures the reduction in educational gaps for student groups.

Graduation measures the four-year and five-year graduation rates.

Early Literacy measures reading improvement and literacy for students in kindergarten through third grade.

Five stars means a district has significantly exceeded state standards; four stars exceeded state standards; three stars met state standards; two stars needs support to meet state standards; and one star needs significant support to meet state standards.
