Toledoan indicted for delaying train traffic

A Toledo man has been indicted for delaying train traffic after driving onto the tracks.

A Wood County grand jury on Dec. 20 indicted Manuel Jose Guillen, 44, for interference with the operation of a train, a fourth-degree felony; vandalism, a fifth-degree felony; and operating a vehicle under the influence of alcohol, a drug of abuse of combination of them (OVI), a first-degree misdemeanor.

On Dec. 10, law enforcement found a 2016 GMC Yukon stuck on the Norfolk Southern mainline railroad tracks in Northwood. Guillen was actively trying to drive the vehicle off the tracks, according to court documents.

He had driven the vehicle approximately half a mile on the tracks, starting at Oakdale Street in Toledo. The vehicle had struck switch heaters mounted on the tracks, causing an estimated damage of $1,000.

All train traffic was stopped until the vehicle could be removed from the tracks.

Guillen’s speech was slurred, and he had poor balance. He was transported to the Northwood Police Department where he refused to take a sobriety test.

Additional indictments filed Dec. 20 include:

Dominic Rashaad Coleman, 19, Toledo, for failure to comply with an order or signal of a police officer, a third-degree felony. On Oct. 19, Coleman allegedly led an officer on a high-speed pursuit lasting 19 minutes covering 22 years on the Ohio turnpike. He crashed into a ditch but continued to flee and was eventually apprehended after a foot pursuit.

Craig Anthony Nye, 29, Risingsun, for domestic violence, a third-degree felony; and criminal damaging or endangering, a second-degree misdemeanor. On April 21, he allegedly caused or attempted to cause physical harm to a household member and allegedly created substantial harm to a vehicle. He had previously been convicted of two counts of domestic violence in Seneca County in 2017 and 2019.

Barbara A. Barva, 60, Luckey, for theft from a person in a protected class, a fourth-degree felony; and misuse of credit cards, a fifth-degree felony. From May 20-July 12, she allegedly deprived an elderly man of more than $1,000 without consent by using a credit card while knowing the card was being used in violation of the law.

Emmanuel Joel Schutte, 19, Toledo, for four counts of disseminating matter harmful to juveniles, all fifth-degree felonies. From Aug. 19-22, he allegedly sold, furnished, or presented to a juvenile or law enforcement officer posing as a juvenile, material that was obscene.

Tyrus Antwana Edwards, 48, Northwood, for strangulation, a fourth-degree misdemeanor; and domestic violence, a first-degree misdemeanor. On Nov. 11, Edwards allegedly put his arm around a household member’s neck, causing the person to have trouble breathing and leaving lasting marks.

Ramiro Silva, 22, Fostoria, for domestic violence, a first-degree misdemeanor; and disrupting public service and strangulation, both fourth-degree felonies. On Nov. 24, officers were dispatched to James Marie Court, Fostoria, for a woman screaming. They were unable to locate the source of the noise but were called again to that location one hour later. A woman told officers Silva had assaulted her to keep her from leaving the residence and had placed on hand around her neck and mouth multiple times throughout the night. She had red marks on her neck as well as cuts and bruises from allegedly being punched by Silva. She told officers Silva had damaged her phone, rendering it inoperable.

Tyreese Morris, 33, of Toledo and currently in jail, for tampering with evidence, a third-degree felony; and forgery, a fifth-degree felony. On Nov. 21, he allegedly forged a signature on a return to work slip with the purpose of defrauding Wood County Common Pleas Court and allegedly used documents, knowing they were false, to mislead a public official.

Augustine M. Montano, 36, Toledo, for trafficking in fentanyl-related compound and possession of a fentanyl-related compound, both first-degree felonies; and possession of cocaine, a fifth-degree felony. On July 21, he allegedly had in his possession and was preparing for distribution more than 20 grams of a fentanyl-related compound. He also allegedly was found in possession of cocaine.

Dalon Rashaan Deloney, 32, Toledo, for felonious assault, a second-degree felony; domestic violence, a third-degree felony; and aggravated menacing and telecommunications harassment, both first-degree misdemeanors. On June 16, Deloney allegedly caused serious physical harm to a household member. From Sept. 2-5, he allegedly caused this person to believe that he would cause serious harm to her or her property. He had previously been convicted of two domestic violence offenses in 2013 and 2019 in Lucas County.

Co-defendants Michael H. Morgan, 45, and Rachel L. Keener, 39, both of Toledo.

Morgan was indicted for receiving stolen property, a fourth-degree felony, after he allegedly received or disposed of more than $7,500 belonging to Toledo Restoration Property Management while knowing it had been obtained through theft.

Keener was indicted for money laundering, three counts of tampering with evidence and one count of aggravated theft, all third-degree felonies; and identity fraud, a fifth-degree felony. From Jan. 1, 2022-Feb. 28, 2023, she allegedly altered tax forms belonging to herself and her co-defendant and data kept by or belonging to a local, state or federal government entity. She allegedly tried to alter or destroy documents with the purpose of impairing their value as evidence and allegedly deprived Toledo Restoration Property Management of funds exceeding $150,000.
