Lucas County man indicted for inappropriate conduct while practicing massage therapy without a license

A Lucas County man has been indicted for practicing medicine without a license.

A Wood County grand jury on Wednesday also indicted Thomas Seng Fong, 68, Holland, for sexual imposition, a third-degree misdemeanor.

The first charge is a fifth-degree felony.

On April 25, he allegedly conducted massage therapy without a license.

Also on that day, he allegedly had sexual contact with another, knowing the contact was offensive or reckless.

He is facing the same charges in Lucas County, where he was indicted earlier this year on three counts of practicing medicine without a license or certificate, all fifth-degree felonies; and two counts of sexual imposition, both third-degree misdemeanors.

According to the Medical Board of Ohio, Fong’s license expired in 2003.

In August, the medical board accepted Fong’s permanent surrender and revocation of his license to practice massage therapy in lieu of formal disciplinary proceedings.
