Grand jury indicts three from Perrysburg

Three Perrysburg residents were indicted by a Wood County grand jury on Wednesday for their actions in
three separate cases. They are a woman accused of arson, a man charged in the death of a toddler, and
another man for raping a child.
Chelsie Smothers, 19, now listed as from Toledo, was indicted for two counts of aggravated arson for
actions which caused the destruction of the Perrysburg apartments where she was living on Feb. 16. One
count is listed as a first-degree felony, with the second classified as second-degree offense. The first
count carries a maximum of 3-10 years in prison; while the other has a maximum penalty of two to eight
years.
Her case has been assigned to Wood County Common Pleas Court Judge Reeve Kelsey. She is to be arraigned
at 1 p.m. April 18
Ronald Pheils, who will turn 19 Friday, and is housed at the county jail, was indicted for reckless
homicide in a shaken child incident which occurred March 23. The offense is a third degree felony which
carries a maximum of one to five years in prison.
Pheils is assigned to the courtroom of Judge Alan Mayberry with arraignment set for April 15 at 1 p.m.

The four rape counts filed on Kevin Scott, 49, of Perrysburg, all involve the same victim at different
times. He was arrested April 5 at his home. The offenses are alleged to have been committed from June 1
through Aug. 21, 2003; the same dates in both 2004 and 2005; and April 16 through Aug. 21 in 2006. The
victim was under the age of the age of 10 in the first count, with all counts citing the victim was
under the age of 13. Each count is a first-degree felony, and thus, he could be sentenced to up to 40
years in prison if found guilty and sent to the maximum on each count.
Scott’s case is assigned to Judge Robert Pollex. His arraignment is set for April 19 at 1:30 p.m.
