Grand jury indicts two men for rape

A Bowling Green State University student who was previously arrested on a rape charge was indicted for
his actions by a Wood County Grand Jury last week.
Terrance Flowers, 19, a resident of Harshman-Bromfield from Cleveland, was charged with the felony crime
following a sexual assault which is alleged to have occurred with a 19-year-old female victim on Oct. 3.

University officials reported the incident is alleged to have occurred in Bromfield Hall and Flowers was
known by the victim.
Also facing a rape charge is Brian Garvey, 46, of North Baltimore. His charge involves an incident on
Sept. 3, 2007, with a woman who was at the time 47.
Flowers is set to appear before Common Pleas Court Judge Reeve Kelsey for arraignment on Monday at 1 p.m.
Garvey’s initial court appearance is set for Friday at 1 p.m. before Judge Alan Mayberry.
The grand jury handed down indictments on 13 individuals including two for felonious assault.
Christina Cutshall, 36, of Toledo, was indicted with the assault charge regarding a May 20 incident where
she is accused of causing or attempting to cause physical harm with a deadly weapon. George Tracy, 21,
of North Royalton, was indicted for robbery and felonious assault regarding a Sept. 7 incident. His
arraignment is also set for Friday before Mayberry; Cutshall will appear before Judge Robert Pollex on
Tuesday at 1 p.m.
Other indictments issued were:
¥ Todd McTaggert, 38, Pontiac, Mich., receiving stolen property and failure to comply in regards to a
2009 Ford Fusion on Sept. 10 (Mayberry)
¥ Russell Gyori, 26, of Rossford, unauthorized use of a motor vehicle (Kelsey)
¥ Troy Manning, 33, Walbridge, burglary and drug possession for two separate incidents in September
(Mayberry)
¥ Heather Mann, 38, Neapolis, tampering with records (Pollex)
¥ Anthony Balmoria, 18, Weston, receiving stolen property and complicity to theft in regards to a
Mossberg shotgun in July and other property in August (Mayberry)
¥ Brandon Bursztynski, 18, Perrysburg, burglary, theft and breaking and entering (Mayberry)
¥ Levi Warner, 21, Fostoria, two counts of burglary (Kelsey)
¥ Justin Platzke, 21, of Elm Street, Bowling Green, drug possession (Kelsey)
¥ Randolph Kinder, 40, possession of drugs (cocaine) (Pollex)
McTaggert, Kinder, Balmoria and Bursztynski are all listed in custody in the Wood County jail.
In addition to the indictments the grand jury handed down bills of information for five individuals
including Justin Kiswardy, 30, of Pittsburgh, for aggravated theft and forgery. His offense is alleged
to involve more than $100,000 but less than $500,000. His case will be heard by Kelsey.
Other bills were issued for:
¥ David Cox, 23, of Walbridge, for domestic violence and disrupting public service
¥ Mario Flores, 19, of Toledo, assault of a peace officer regarding an Aug. 29 incident involving a Wood
County Sheriff’s deputy (Kelsey)
¥ Andrew Wolfe, 23, of Perrysburg, attempted failure to comply (Pollex)
¥ Jose Quinones, 41, Toledo, theft, involving using the identification of another person in July
(Mayberry).
