On Wednesday a Wood County Grand Jury issued bills of information for Michael Davenport, 39, of
Northwood, and Jason Hernandez, 38, of Perrysburg in relation to charges brought for the issuance of
false permits to carry concealed weapons.
The charges were originally filed in July through Perrysburg Municipal Court, with the grand jury issuing
the bills for complicity to falsification to obtain a concealed weapon permit.
As previously published, more than 130 false permits were issued to people who had not completed the
required training in Wood and Lucas counties, according to the Wood County Sheriff’s Office.
The sheriff’s office accused Hernandez, until recently, a firearms instructor in good standing, of
selling numerous Concealed Carry Weapon licenses to individuals who paid $100 to $300 but did not
receive the 12 hours of instruction as required by state law. Davenport allegedly referred customers to
Hernandez for a referral fee.
Hernandez is set to appear before Wood County Common Pleas Court Judge Reeve Kelsey at 1 p.m. on Sept.
28; while Davenport’s arraignment is set in Judge Alan Mayberry’s court on Friday at 1 p.m.
